Steps 1 and 2, now complete, researched the problems, needs
and goals of stakeholders, and conducted research and technical
studies. This helped the project team determine the project
scope and schedule.
Step 3, now complete, takes the preliminary
research/studies and identifies and evaluates conceptual
alternative solutions.
Conceptual alternatives are then narrowed down to feasible
alternatives – those alternatives that are constructible
based on engineering data.
Step 4, now nearing completion, selection
of the preferred alternative. This was done after analyzing
feasible
alternatives,
obtaining
public input,
analyzing the highest possible benefit for the dollars being
spent and evaluating additional engineering data.
Step 5 now in progress, performing detailed
engineering and preparing final mitigation plans.
Step 6 completes right-of-way plans and begins land acquisition
and utility relocation, if needed.
Steps 7 and 8 develop final design plans and prepare these
plans for construction.
Steps 9 and 10 awards the contract to a construction company
who then builds the project.
Stakeholder and public feedback is welcomed and encouraged
throughout the entire project.
